Question : Using a MVC implementaiton of Vanilla PHP with W3.CSS

Hi,

I was wondering if the  mobile app I am thinking of building could not simply be coded by combining the following two tools : 

1)  (for the backend) A well designed MVC implementation of Vanilla PHP such as this one : https://github.com/crjoseabraham/php-mvc

2) (for the layout / frontend) W3. CSS

Is there any reasons why that would not work ?

Can I alternatively use Laravel instead of the above MVC for the backend ?
