localhost smtp server stopped working

I just started getting this error message from my localhost smtp mail server:Warning: mail() [function.mail]: Failed to connect to mailserver at "localhost" port 25, verify your "SMTP" and "smtp_port" setting in php.ini or use ini_set() in E:wampwwwtest_130817_php_email_tester.php on line 7I just spent the last hour trouble shooting it. I finally tried changing SMTP:localhost to SMTP:smtp-server.my.internet.provider.com in my php.ini and voila!I don't remember ever having to do this before now. Has anyone else had this issue? If so, what else can you add?

2. Change the configuration to point to some other SMTP server that you can connect to
