ICANN was established as the "authority" that regulates IP addresses and domain names. You can find a list of ICANN-accredited registrars here:http://www.icann.org/registrars/accredited-list.htmlRight now ICANN is registered as a California corporation, but I would expect that within the next 10 years or so an international organization will be set up to replace ICANN.
