justsomeguy
You can use the same CD, but you need a new serial number (a new license). Microsoft doesn't allow you to install multiple copies of their software with 1 license, you need a license for each installation.

justsomeguy
You need to buy one from Microsoft. Either buy another copy of XP or search on their website and see if you can just buy the license and use your existing CD to install from.
Skemcin
most machines(especially laptops) are going to already have a license with them unless you are buying a barebones system. Where are you thinking about buying the laptop. Oh, although not obviously stated, are you keeping your other PC too or is the laptop replacing your current (new) PC?
