Now I'm not saying that you can't locate programs that will build and embed Flash into your HTML website pages or something like that, you'll find plenty on the internet readily available for that. The caveat is that none of them are free. Flash as a technology is owned by Adobe and licensed to some other software makers, who in turn want to make good on what they paid Adobe for.
