Place php file higher than public_html

If anybody could give me some pointers,I haven't been able to figure out how to place a php_config file (it'sall fake right now) higher than the public_html folder.Info:Host- Godaddy.comType- shared accountFTP- Filezilla or Godaddy'sThank you

I don't have any Godaddy accounts to test with, but if you log in with FTP then you should be able to navigate to any place where you can put your files. If they don't let you navigate above public_html, then you're probably not allowed to. You can always email godaddy and ask them about it though.

Yes I'm starting to think I'm not allowed to, why would they do this though? I've sent in a ticket to Godaddy.
