nav bar in style sheet

ive been told you can set up a nav bar in the css. ive tried lots of help sites, but dont know how to do it. this is my html nav bar.

I have this on lots of pages, so it is annoying when i have to change it. could somebody please write the css code i would put into each page, linking it to this (so it displays on the page), and i would only have to change this for it to change on all of the other pages.
