Take that Blue Strip and Place it in between the slider and the featured page widgets. Couldn't you just place a <div> element in between the gallery slider and the featured page widget? And, then, fill the <div> element with the necessary content? Unless your query was, in fact, "how do I create a newletter signup, using a form that submits an email address?". In which case, the answer is in the question. But, what have you tried so far?
