I think ICANN charges $25,000 per year for the right to control a TLD, but that's only the yearly fee. You're also going to need to spend a couple million dollars on all of the equipment, infrastructure, and personnel to handle what ICANN expects from you (you'll outline all of that in your application to ICANN).
