Using SQL to add anew user to Mysql

Hello,I was wondering if it is possible to add new users to mysql using SQL alongside with PHP, I have spent many days looking but the only thing I seem to find is the 'grant' function, which I don't see a point for unless I can create new mysql users.Thanks,
