What's the code to submit input from a text box into an option in a drop down menu?

I.e. what do you mean? Text boxes and drop down menus are both forms of input.

If you type apple in the text box and click submit, apple will appear as an option in the drop down.

I think he just want how to do that . Database or file not important here . But If you can , just make both 2 solutions . I think maybe we need more languages than HTML/XHTML .

Yes - you will need a server-side language. if you just want to use a flat file, have a look at the file_get_contents() and fwrite() PHP functions.
