It's an opinion, not a fact, on whether or not one will replace the other. After the event then it will become a fact, but while that event is still in the future it's just an opinion on what is going to happen. It's like asking if the US or China is going to win the most gold medals or if the IOC is going to disqualify Chinese gymnasts because they're too young. That's only a fact after the games end.
