How to edit a css forum

I have a forum hosted by website tool box. the page is 1 row with no column. I need a left side column for content and a right side column for a toggle menu to control the content in the left side column.and a panel at the top of the page. I need for the top panel to remain in place so users can still use forum when content is toggled to show. Thank you
