It means that your DB can only reach 10MB in size as present on the server. However, your SQL file (as in "the one you get from PHPMyAdmin") may be larger because it includes the various "INSERT" statements needed to restore the DB from this file. Also, companies have become more similar in terms of price and features, so people have less incentive to switch (except for support issues) or investigate alternatives. Personally, I use Media Temple, which has good shared deals and are generally reliable. For VPS hosting, I have heard good things about Slicehost. I don't care where a web host is located as long as they are inside the USA. Edit-- Actually the web seems to be increasingly flooded with "fake" or obviously manufactured review sites.
