well you can write using php, get started with some book in orielly publications which are good enough to learn.

i use notepad and dreamweaver.

well you can do it, by connecting it to a DB or a text file where the previous contents of the file data will be overwritten.in my opinion it is better to go with Database.

well you must not allow HTML tags in the forum to execute, if u even allow them.
