COPPA

Im about to start a website, Before I do I need to ask questions about coppa.

  1. Can I be a operator, Im 11 at the current time.(I have my parents permission)
  2. Can I use EMAIL instead of Fax
  3. Do I HAVE to use coppa?
  4. If I HAVE to use coppa, Can I have them EMAIL it to me?

Well, is your server situated in America? If so, you should probably try to the best of your efforts to comply with the COPPA. The best way to do this is simply not allow children under 13 to join your forums.How to comply with COPPAThat link contains pretty much all the info you need to comply with COPPA, from in which cases you should comply with it to what that involves.For those who've never heard of COPPA before, it's an abbreviation for Children's Online Privacy Protection Act.

I doubt theres like a law (if your in america) that states you must use coppa... Except if you are running some site with porn or bad things like that =\.
Actually, the COPPA is a law, or an act. The Children's Online Privacy Protection Act. It's designed to protect children (under 13) on the internet. You should read the links I provided. Some of it makes absolute sense, some may not to some people.

It looks like there are no restrictions on who can be an operator. You should also be able to get parental consent through email:

An operator may use any one of a number of methods to notify a parent, including sending an email message to the parent or a notice by postal mail.
So you probably need to have a check where it asks for the user's birthday, and if they are under 13 you also need to ask for a parent's email address to send a request for consent to. You do need to do this if anyone on your forum is under 13, but you only need to do it for them.

you can create an activation system. Have the email you send to the parents email include a n activation code (randomly generated) and the link to the activation form.They just put in the code and hit send and the account gets activated. You could even make it more automated and just have a link in the email that sends the activation code via $_GET

I want a system where this will happen:A person under 13 will enter there parents email. Then a message[i can customize.. :)] will be sent to the parents with an activation link. The parents will click it, Not the child. Also in the email it will have a delete url to delete the forum acount. And I need all this as a IPB mod.(v2.1.7) Anyone want to make?

Actually, you might not even be required to do this:

(B) does not include any nonprofit entity that would otherwise be exempt from coverage under section 5 of the Federal Trade Commission Act (15 U.S.C. 45).
Sadly, I have no clue how to find out what "section 5 of the Federal Trade Commission Act (15 U.S.C. 45)" says. The searches I've done to try and find that aren't making a lot of sense.Are you making any money through this site, through advertising or anything else?
